Chairman Report 

 In the past year, the government has proposed a number of restructuring programs such as "Lump Sum Grant Mode of subvention" .for NGOs and "Gate-keeping Mechanism" for elderly service. The Union has tried to respond to the above issues and to voice out our standpoints. `Moreover, we have reviewed some statistics on the strength of physiotherapists in Hospital Authority and subvented organizations. We have also voiced out our concern on heavy workloads of physiotherapists in some Hospital Authority settings.   

 The Union has liaised with other allied health professions to discuss the future development of Supplementary Medical Professions Ordinance (SMPO). Under the present Council and Board relationship, the Union strongly felt that our professional autonomy was under some kinds of restrictions and limitations. The existing structure also hinders individual professional development and adversely affects efficiency. In order to tackle the above problems, the existing SMPO should be reviewed to fulfill the following objectives: 

 1. The professions are facilitated to execute autonomy in professional regulatory standards and procedures. 

2. Each profession is vested with the rights in the professional development according to their own uniqueness, the trends of health care development and the public's needs. 

3. Any activities of the professions can be monitored by the public, which can protect the public's interests and responses to the rapidly changing health care services. 

4. Each professional Board under the SMPO is vested with authority of its own for the above decisions. 

5. The structure should be effective and efficient.   

 

In the past year, the major events conducted by the Union were summarized in the following:

Letter to Social Welfare Department to express the Union's view on Gate-keeping Mechanism 

May 2000 & Aug 2000

Meetings with Mr. Gregory W.L. Leung, Deputy to Secretary for Health & Welfare, and other 4 allied health professions to voice out our views on Supplementary Medical Professions Ordinance
July 2000  The representative from the Union being elected in the "Election Committee for the 2000 Legislative Council of the Hong Kong SAR" 
July 2000  Survey on manpower and strength in NGOs
Sept 2000  Survey on employment status of 2000 physiotherapy graduates 
Sept 2000  Letter to Health & Welfare Bureau to express our concerns for Lump Sum Grant Mode of subvention to NGOs 
Oct 2000  Meeting with Social Welfare Department to share views on "Lump Sum Grant"
Nov 2000  Letter to support implementation of the programme, Master of Science in Rehabilitation Sciences (Manipulative Physiotherapy)
Nov 2000  Join a forum on the discussion of compensation and rehabilitation for work injury 
Dec 2000  Survey on employment status of 2000 physiotherapy graduates 
Jan 2001  Join the newly formed "Alliance of Professionals for Rehabilitation of Workers with Occupational Injuries" with the objective to propose a better system of work rehabilitation programme and return to work arrangement for injured workers 
Feb 2001  Participate in the "Joint Conference of Hong Kong Heath Care Professional Organizations" for formulating a letter of response to the consultation document of Health Care Reform
