In
the past year, the government has proposed a number of restructuring
programs such as "Lump Sum Grant Mode of subvention" .for NGOs
and "Gate-keeping Mechanism" for elderly service. The Union has
tried to respond to the above issues and to voice out our standpoints.
`Moreover, we have reviewed some statistics on the strength of
physiotherapists in Hospital Authority and subvented organizations. We
have also voiced out our concern on heavy workloads of physiotherapists in
some Hospital Authority settings.
The Union has liaised with other allied health professions to
discuss the future development of Supplementary Medical Professions
Ordinance (SMPO). Under the present Council and Board relationship, the
Union strongly felt that our professional autonomy was under some kinds of
restrictions and limitations. The existing structure also hinders
individual professional development and adversely affects efficiency. In
order to tackle the above problems, the existing SMPO should be reviewed
to fulfill the following objectives:
1. The professions are facilitated to execute autonomy
in professional regulatory standards and procedures.
2. Each profession is vested with the rights in the
professional development according to their own uniqueness, the trends of
health care development and the public's needs.
3. Any activities of the professions can be monitored by
the public, which can protect the public's interests and responses to the
rapidly changing health care services.
4. Each professional Board under the SMPO is vested with
authority of its own for the above decisions.
5. The structure should be effective and efficient.
